The rules before the symbols.
Evidence, permission, authority and exit are separate responsibilities. These principles describe the design standard; implementation must demonstrate that it meets them.
Make the terms visible
No stealth extraction among cooperators. Fees and responsibilities must be public, and fees bounded by the value created under the applicable design. A principle is not proof that a particular service meets it.
Keep evidence and corrections
Preserve sources, scope, revisions and disagreement. Mark what is proposed, tested or observed without presenting one as another. Superseded claims need a visible correction trail, not silent erasure.
The public documentation has its own maturity glossary; other source records retain their original evidence definitions. Do not silently translate a source label into a stronger claim.

Proposals are not signatures
AI stages unsigned proposals. Private acts need the mandate and signatures recognised for the particular natural or legal person. Public-DAV consequences require a complete valid decision receipt from at least two eligible natural-person councilors binding the exact consequence.
PRISM verifies receipts; it does not sign, vote or create authority. A constraint check that does not refuse a proposal is not approval to execute it.
Preserve a legitimate exit
Provide a documented way to withdraw legitimate or redeemable property, data and keys. Keep rights, obligations and technical portability explicit; do not make continued participation a hidden condition of access.
A receipt has a scope
A checker can validate a format or a contract. It cannot manufacture evidence that the world behaved as intended. Missing receipts mean an event is unverified for the relevant purpose—not that it never happened.
Prefer choices that preserve participants' future options, after the applicable boundaries are met. Independent outcome evidence is needed to assess whether those choices worked.
