Typed authority — private Natural Person / public-DAV PRISM

Active-mode note — 2026-07-12 [D]. The legacy private-DAV signer doctrine remains historical reference only. The active Skyzai DAV is public and has no natural-person override, runtime authority, launch authority, genesis/bootstrap authority, fallback authority, monetary authority, emergency authority, or policy authority. Every public-DAV consequence requires a complete valid bound PRISM decision receipt from at least two natural-person councilors binding the exact consequence. PRISM records and verifies that receipt only; it never serves as council, signatory, authority, officer, executor, or receipt producer. AI/caste seats deliberate and stage unsigned ProposalEnvelopes only. Constitution, membership, or policy adoption does not authorize a later consequence. Before receipt validity, consequential behavior fails closed to read-only proposal, simulation, or deterministic sandbox; live evidence remains gated_pending_complete_valid_bound_receipt. Software deterministically carries out only the exact consequence bound to a complete valid bound PRISM decision receipt from at least two natural-person councilors binding that exact consequence. External Legal Person execution still requires lawful external authority and the executors required by jurisdiction, with counsel conditional.
