DEV-06 -- apu.bot Suggestion Flow
This flow is part of apu.bot's Cortex-gardening role; the canonical spec is a private, unpublished document.
Boundary
apu.bot is the L6 gardener over Cortex. It is not the Rosetta pipeline. It is not a watchman. It is not a silent rewriter.

These are projections of the gardener, not a second apu.bot.
Hard Rule
Suggestions are autonomous. Structural acceptance is not. Anything that merges, archives, restructures, or changes lineage requires the applicable typed authority: every exact public-DAV consequence requires a complete valid bound PRISM decision receipt from the signer(s) required by applicable law, the entity's governing instrument, or a valid competent mandate binding that exact consequence; PRISM records and verifies only. A Legal Person change requires lawful external authority plus every executor required by law. A Natural Person authorizes their own private act, and agents stage unsigned proposals only.
